How do internet maps determine which businesses to display?

Do google/mapquest/etc. charge a fee for a marker or do they just independently determine what is shown? I remember a few years ago there were lots of small businesses on google maps, but now they seem to have disappeared. All I see now are the major chains mostly, and the occassional local landmark-type restaurant/store.

They charge a fee to show up a map, similar to showing up on a listing to be the first result on a google search, then the fee goes down from there.
