The American Planning Association has released it's 2010 list of Great Places in America.
The list includes, for the first time ever, a place in Oklahoma - the Paseo neighborhood in Oklahoma City, which was cited for it's architecture, civic involvement, affordable real estate, and active commercial district and artist community.

The list also includes for the first time a place in South Dakota - the Cathedral Historic District in Sioux Falls. I'm not familiar with this neighborhood, and there is no extrapolation on Sioux Falls news websites that I can find.
But props to APA for starting to look more at heartland areas.
