I know that the Metro Washington Council of Governments has been working on climate change issues. How they tie GIS into it, I don't know, but all of their reports are online:

Also, I second CNT, though I have some issues with their methodology (it seems oversimplified to me).
If you think you'll need coastal information relating to climate change (i.e. sea level rise, inundation, etc), and not just the CO2 issues, you should check out the NOAA Digital Coast website: http://www.csc.noaa.gov/digitalcoast/index.html. It includes all coastal areas in the US.
