I am not so much looking at dual-degree programs where I study planning in one school and international affairs in another. Instead I am looking at a program in which international perspective is incorporated in the school's teaching and practice.
This, from UNC in response to pointed queries about its international focus:
"Although all of our professor have international experience, we do not in fact offer many international planning courses..."
UPenn also admitted as much via email about their international strength.
Based on my research, the following have to be considered:
* MIT
* Berkeley
* UI/Urbana-Champaign
* USC
* Cornell
