Appears to be a good public outreach/awareness effort.
Have not researched if this would count for NFIP-CRS credits.
Would you encourage your fair community to place such a sign ?

I've seen similar signs in many places. Most notable to me are Harpers Ferry, West Virginia, which has numerous "high water marks" for the various floods they have had, and in old town Alexandria, Virginia. I think they make a lot of sense, and tourists and others actually enjoy seeing them and learn from them.
There is a big monument for high water marks in Grand Forks, ND. It has had frequent flooding from the Red River. It is the centerpiece of a riverfront park there.

I would say you want to differentiate between the old high-water mark and the new one after your river was confined to levees and thus is raised higher. But I'm sure I'm in the minority view here.
Second, a related aside: where I used to live in Bavaria there was an old, imposing building very close to the river that had high water marks carved into the corner blocks. I remember one mark from 1739.
I remember seeing these signs in various cities, most recently in Portland, Oregon, though I don't think Portland's signs were installed as part of this program (and Portland is not listed in that program's database).
