SmartCode - warrants vs exceptions

In our SmartCode manual, which seems to be the same in all I've read, a warrant (which meets the intent of the code but doesn't comply) is reviewed by an internal committee and an exception (which does not meet the intent) is reviewed by the Board of Adjustment. The Planning Office determines which ones is required. My question is: Is the BOA the only board/committee that needs to review/approve the request, or should it also be reviewed by our internal committee and if so, should they review it prior to the BOA seeing it?
