Our Planning and Zoning Board has received a request for a Special Exception for a residential substance abuse facility with fulltime housing. The present zoning is RMH15. The property was purchased at the top of the real estate market when it was operated as a mom and pop vacation rental on the water. The property was approved to be converted into 8 high end waterfront condos. This use would have justified the cost but the market collapsed. Now the owner wants the Special Exception in order to generate more income than the old mom and pop rentals. It has been operating for a couple of years as a substance abuse facility without the zoning change. I believe the request for a zoning change is due to community complaints. Thoughts on restricting private enterprise, neighborhood good will and harmony etc.
