    General plan amendment moratoriums ?

    My City is currently in the process of a comprehensive update of our General Plan. As is typical, we are considering a number of City initiated revisions to our land use plan as well as a fair number of requests from property owners. The City has encouraged input and solicited input from the citizens so we believe that most owners have had an opportunity to participate in the process.

    My question is whether anyone has, or is aware of another City that may have imposed a "moratorium" on additional GP amendments for a period following the completion of a comprehensive update of the City's General Plan? We are thinking of somehow limiting future requests for a period of 2-3 years after adoption of the new General Plan, while retaining the Councils ability to hear amendment requests that involve unusual or extraordinary circumstances.

    The City of Fairfield California is updating our General Plan. The Council has prohibited annexations and changes in density during the review period this year. Contact Dave Feinstein at (707) 428-7448 for more info.

    Two to three years seems rather extensive. It may depend on what state you are in and if there are any state requirements as well, and how fast your community is growing. In Florida, all Future Land Use Map (FLUM) changes, which the FLUM is part of the Comprehensive Plan, are considered a Comp. Plan amendment. These can be numerous annually, depending on how fast the community is growing.

    Here, the state does not allow any Plan amendments during the time of the Evaluation and Appraisal Report (EAR) - a report generated by staff reviewing the effectiveness of the Plan. EAR based amendment changes seem to be simiar to what you are doing. This can be a year or more.
