Small. Some people consider under 200k or 100k or 50k as small so 40k metro would be very small.
In Ohio we have 15 cities over 50k population. I would put the number at 50k for small communities.

I consider 25,000 a small community. The Strong Towns blog is a good resource for smaller town planning issues.
However it is still a lot different than a town of 10,000 or less. We have mass transit and some of the issues that the larger cities face with income disparity, housing stock, and transportation.
I realize I am sort of fishing for a niche here, but it is what I am seeing. I worked in two smaller towns prior to this one and the issues are very different for the most part.

That's not true really. Iowa Falls, IA has one and that town is not even 6,000 people. and no towns of 20,000 or more are within 50 miles.
I don't think so...To me, a small town is where everyone knows everyone.
