We are trying to have a better control of the sightseeing routes and businesses, limit their routes in the residential areas, etc. Right now, pretty much anyone can just cross the bridge (we're an island) bring their buses, trolleys, transport people around, collect the money and leave. While using all the public infrastructure.
I was looking at the other surrounding Cities and I found one that requires a franchise agreement that has to be approved by the City Council. They have to approve routes, stops, hours of operation, charge a fee, etc.
Any one have any experience with this? Some good links would be greatly appreciated.
