Sure light can be pollution but do not forget that millions in rural areas of Africa are without access to light - which is an important issue of economic development also for education (school children cannot study after sunset)...

Many areas in Africa and also Asia (e.g. North Korea) are dark...
Light pollution also limits and prevents military training, especially nighttime flying and instrumentation training, in many areas that used to be dark. Creeping urban sprawl coupled with light pollution have squeezed our national military airspace tighter and tighter to the point where the training we get stateside is becoming unrealistic compared to what is expected oversees possibly increasing losses during battle.

It's a big deal in Arizona. In fact, electronic billboard legislation got derailed when the astronomical community objected to the loose regulations. Astronomy is a billion dollar industry here. So, regulations were put in place to limit their disturbance to the dark skies.
Also, light pollution affects plants, animals, etc.

The community where I work has a dark skies law, but its effectiveness is limited because surrounding communities don't have similar limitations. The lighting law also doesn't address the design of light fixtures, something that will hopefully change in the future with a move to a new zoning code.
I fear the shift from incandescent lighting to other, more energy efficient forms may end up increasing light pollution. With lower energy costs for lighting, there's less incentive to conserve.

While this is very true, it's also true that the many military bases are horrible when it comes to light pollution. Only in recent years has there been a push downlighting. Even worse if you live near an installations permitter or main gate you're screwed.
This is a view of San Diego at night (looking SouthEast). What you're seeing is Naval Base San Diego lighting up the sky. Those are the lights from the piers. If you're anywhere in the Southeast San Diego, National City or Coronado at night, good luck seeing stars.
IMO light pollution is a huge problem when you have "inner city" kids who've never seen shooting stars or constellations, outside of the Big Dipper. I lived in San Diego since I was four and I was 17 and on a camping trip in Julian, CA before I ever saw a shooting star.

Last summer when the power went out in Southern California a lot of people were amazed by the sky. I wish I had a picture. It was like camping in the desert.
