Why would you not count the bathroom as square footage? Was it a shared bath? If it wasn't certainly it should be included in the unit size as I am sure there would probably be space in there to put things that would otherwise clutter your 145 sq ft (soap, razors, TP, toothbrushes...)
While 300 sq ft is not a large place, it is certainly a size that woud appeal to people and the clustering of so many units of that size would bring demands on the City's infastructure more than a few 200 sq foot apartments carved out of a building whose typical floor plan would be a 600-700 sq ft apartment.
