PURPOSE
The purpose of this examination is to establish an eligible list from which to fill present or possible future vacancies in this classification. For each vacancy, a Department Director/Division Manager has the choice of the top five ranking persons, inclusive of tie scores, on the eligible list. Test scores and rank are only used for the purpose of placing applicants on eligible lists. Final hiring decisions are not based on actual numerical test scores or rank. This list will remain in effect for six months, unless exhausted, superseded by a new eligible list or extended for another six months by the Human Resources Committee.

ORAL EXAMINATION
The examination will consist of an Oral Evaluation of Qualifications to evaluate Technical Knowledge, Decision-Making/Problem Solving, Leadership/Supervisory Skills, Planning and Organizing Work, and Interpersonal Communication Skills and other factors related to successful performance of this classification. Email notification will be sent regarding an appointment time for this examination. A valid driver's license with picture, or other suitable personal identification with picture, will be required of every applicant before being admitted to any examination, including an employment physical.

The exam content as described above may be modified depending upon the number of applicants or other factors that influence the practicality or usefulness of this selection process. Where minor differences in actual test scores do not reflect meaningful differences in ability, those scores will be statistically grouped resulting in a tie among those applicants.

It is the policy of the Oakland County Merit System to hire qualified individuals with limiting conditions in accordance with all applicable state and federal laws. Applicants having a limiting disability requiring some special accommodation to take the examination, as described above, should contact the Human Resources Department

CLOSING WITHOUT A DATE
This is a continuous examination, and applications will be accepted until such time as there are sufficient applicants to meet the County's current recruitment needs. As such, interested persons should make application promptly. Applicants will be tested in groups as they apply. Successful applicants, regardless of their testing date, will be ranked on the eligible list based on their final examination scores. The original rank of persons on the eligible list may change as later applicants are tested and added to the list. Notice of the last date to apply for this examination will be posted in the Human Resources Department and on this posting one week prior to the application deadline. Applications will not be accepted after the posted closing date.

Job Summary
Under general direction, administers the work of Business Development Unit staff. Recommends annual project goals and the means necessary to reach the goals. Prepares and manages Business Development Unit budget. Responsible for development and implementation of new economic development initiatives, special projects and target market initiatives as requested by the Deputy County Executive or Department Director. Responsible for the preparation of target market plans and strategies. Responsible for the attraction of major national and international firms to the County. Represents Oakland County as a speaker at events and participates in regional and state-wide economic development committees, task forces and boards. Oversees and provides training and guidance to professional level staff in the business development unit. Develops and maintains communication with regional, state, federal and international entities and with area businesses and other interested groups in order to gather and disseminate pertinent information regarding business needs and economic development services. Presents quarterly project reports to the Department Director and/or Deputy Director. Utilizes current county-wide and/or department specific software to complete assignments.

Minimum Qualifications

1. Possess a Bachelor's Degree from an accredited college or university with a major in Business Administration, Finance, Urban Planning, Economics, Public Administration or a closely related field; AND

2. Have at least five (5) years of full-time professional work experience in the public or private sector in economic development, urban planning, real estate development, industrial development or a closely related area, at least two (2) years of which involved responsible supervisory or administrative duties in one or more of the areas listed above.

3. Pass the complete examination, including the employment medical, established for this classification.

4. Successfully complete the six month probationary period.

Special Requirements
Must maintain a valid motor vehicle operator's or chauffeur's license.
