    I thought you needed soil to grow a tree not just water. How long would it take to grow a tree of that size?

    That would be an obvious property maintenance code violation in any municipality I've worked for.
    People will miss that it once meant something to be Southern or Midwestern. It doesn't mean much now, except for the climate.     I think you would have to have a property maintenace code first. I think it could make a lovely terraced garden with a little work. Also, stop looking into your neighbors backyard, they're not skinny dipping, the pools dry.

    This is going around the urban forestry boards. AFAICT from what I've seen that's a foreclosure and willows will grow in any small crack. There may be a nuisance code for that issue, maybe not.

    For me, the standing water would go to the Health Department.

    The trees, thats a civil issue and would be dealt with between the property owners, I wouldn't be involved with this in any way.

    The property is probably a foreclosure. Ultimately, I think it ends with a call to public works to drop a load of dirt in the old pool and a subsequent filing of a lien.

    If it were me, I would fill it in, but maybe design it as a rain garden.
