It's called they don't have enough other duties and responsibilities to fill their time with.
These are also typically the people who didn't do well in group work in college I find.

Micro-managers are neither effective or efficient and aren't often likeable. My ED is a micro-manager. Thankfully there is a person between me and him because it would be something else.
Case in point: the one project that I acquired without his interference has already been completely rehabbed and is for sale. Every last one of his acquisitions has been problematic, even the new construction due to poor site conditions.

Micro managers are typically insecure people.
There is a big difference between being demanding and micromanaging.
