I have put in a couple of times no onsite parking required if within 300' of a public parking lot -
I have also allowed on street parking to count towards a parking requirement -
And shared parking for differing peaks can be effective too - eg bank and restaurant
Have used similar language for some time now.
Off street parking is not required in the Downtown Business Zone. If provided although not required, such parking areas shall meet the design standards of section XX.
Our City has an exemption. Here is the meat of it (I took out some code references)
CENTRAL BUSINESS DISTRICT EXEMPT. The parking and loading space requirements shall not apply to the Central Business
District except for new residential construction of 5 or more units.
It then goes on to say that if you do have off-street parking it needs to meet some minimum standards with aisle width, etc.
The code also has a geographical (street boundaries) description of the area considered the Central Business District.

Our CBD is exempt from off-street parking requirements, except for residential.

Our Downtown Zoning District is exempt from parking requirements with the exception of Residential, and even than, the Planning Commission can make parking exemptions as well for mixed use structures.
