TOWN PLANNER
JOB SUMMARY
Assists the Planning Board in the administration, compliance, review, and interpretation of adopted codes and ordinances. Assists and evaluates processes to citizens for both residential and commercial development. Ensures code compliance in all planning and environmental issues. Maintains high level of communication with the Town Manager.
SUPERVISION RECEIVED
Performs assigned functions independently under the general supervision of the Town Manager. Work is reviewed and evaluated based on observation of results, reports and recommendations of the Planning Board.
SUPERVISION EXERCISED
May supervise other clerical personnel assigned to the department.
EXAMPLES OF DUTIES
(Except as specifically noted, the following functions are considered essential to the position. The listed examples of essential duties may not include all duties associated with the position of Town Planner.)
- Attends all Planning Board meetings. Provides professional administrative guidance.
- Coordination of the Enfield Tax Increment Financing (TIF) District Committee and General Administration of the TIF District.
- Renders technical assistance to the Board, citizens, applicants and industry professionals. Provides excellent customer service at all times, and presents a friendly & professional attitude on behalf of the town.
- Maintains current knowledge of Town ordinances, as well as state laws and federal regulations relative to planning and the Enfield Zoning Ordinance.
- Reviews subdivisions and site plans; assists in preparation of all planning documents; conducts on-site inspections for compliance. Maintains decisions and records. Adheres to the spirit and intent of the Master Plan, focusing the planning board to the vision of the Master Plan. Makes recommendations as to timely updating of the Master Plan, when required.
- Remains up to date for all current and impending laws associated with planning.
- Maintains the Town’s street numbering system.
- Works with Town Manager and Administrative Assistant to produce annual updates for presentation to the Planning Board and Budget Committee.
- Issues appropriate letters, orders and decisions relating to planning matters.
- Investigates and follows up on formal complaints.
- Performs other related duties as required.
KNOWLEDGES, SKILLS AND ABILITIES REQUIRED
Thorough knowledge of local and state planning and zoning statutes and ordinances, Town by-laws and State regulations. Knowledge of engineering practices and architectural plans. Ability to explain and instruct the general public, employees, and Town officials in planning enforcement requirements. Ability to interpret maps and designs. Ability to communicate well both orally and in writing. Ability to establish and maintain effective working relationships with departmental employees, Town Officials, State Agencies, County officials, and the general public. Ability to write concise narrative reports and possess a high degree of organizational ability.
MINIMUM QUALIFICATIONS REQUIRED
Bachelor's degree in Planning or related field, plus three years experience with community growth management; OR any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills and abilities.
