    Richmond, VA is definitely on the rise.

    Agree, although I don't think I would classify it as a small city. I think it's metro area is already over 1 million or so.

    Richmond's population is 208k. Some might consider that a small city, others may not. The metro is over 1 million though if that is part of the equation here.
