How to stop cars from double parking in bike lanes?

My wonderful city has only a few bike lanes. These are not separated from cars but are painted pavement between the parking and travel lanes. I know my city has a reputation for bad drivers and double parking, but in my experience, there are always one or more cars parked in these lanes.

The city doesnt enforce the law. I got so mad today that I started taking pictures of the cars the hotel front door staff are leaving in one bike lane.

I worry this will get me run over or worse.

Any thoughts on what can be done?

How about public shaming? Start posting to Craigslist or Facebook the photos of the cars illegally parked. Make sure the license plate is visible. I've often wanted to do this with cars parked illegally in handicap spots or fire lanes.

I don't have a planning themed solution though.

Shaming individuals doesn't work that well when so many have no sense of shame in the first place... Elected officials will eventually listen, if you are enough of a thorn in their side. Start hitting the public comment sections of council meetings (with pics of violators), letters to the editor, local message boards, etc.

And if cars start taking damage from bicyclists running into them, drivers might change their behavior.

A funny attempt at shaming all kinds of stuff in bike lanes (skip ahead after he gets the ticket):

Have the po-po start enforcing the laws. Absent that, you have to wait until society changes and starts to care.
