    Zoning for a mix uses w/o shoe-horning incompatible uses together with overly complex bylaws (which sometimes overstep what is permitted to be regulated through zoning) to mitigate impacts: How do you strike the balance? Thoughts/Resources/Links much appreciated!

    Try to exclude private interest lawyers from the drafting process? Honestly, I don't think there is any way to win. Regulatory complexity is in the eye of the beholder, and zoning being an exclusionary device, will always attract an argument.
