A good place to start is with the joint American Planning Association/National Trust for Historic Preservation publication "Gambling, Economic Development, and Historic Preservation" (Planning Advisory Service Report No. 469, March 1997)

Contact the Ledyard, CT planning director (860-464-8740), who has access to several studies on impacts to the munipality resulting from hosting the Mashantucket Pequot Indian Tribe's Foxwoods Casino. Also visit the website for the New London, CT Day Newspaper, who may have past articles stored on-line regarding the relationship of Foxwoods to the three surrounding host towns of Ledyard, Preston and North Stonington, CT. Things have been costly, with revenues to the townships not covering additional costs for police, emergency services, infrastructure, etc.

Check the Municipal Research and Services Center of Washington's site on gambling, it is quite extensive.
