    Houston, the nation's largest city without a formal zoning code, has long had a hands-off approach to urban planning. But a judge earlier this month agreed with residents who argued that the proposed 21-story apartment tower known as the Ashby high-rise has decreased their property values, ruling they are entitled to compensation.
