    Eisenhower fellowship?

I've been trawling the web looking for the typical dates of the application cycle, but all I can find is that it's typically in the "winter." The website says the 2015 cycle has closed, but has no information on the 2016 cycle. I'm hoping to be prepared to apply for this, so I'd like to get started sooner rather than later, but this lack of information is making it tough (I'm also not in school yet, so I don't really have an academic center I can ask about this). Does anyone know when the application usually opens and closes? (I've sent an email to the Fellowship office, and called and left a voicemail, but have heard only crickets.)

Many thanks in advance for any light you can shed!

I think you have to be already enrolled in a program in order to apply for this. I looked into it, but I didn't want to risk not winning the fellowship and still having to pay a lot of money in tuition if I didn't get it (and for year 1 regardless if you get it or not).
