    Zoning in Toronto suburbs

I just paid my first visit to Toronto last week and was struck how many high-rises there are that just pop up randomly all over the place, particularly in the suburbs.

I stayed in a high-rise hotel in Thornhill, which was right next to a car dealership lot. Strip malls, single family homes, and office towers all seem to coexist alongside one another with seemingly no zoning pattern.

Can any Canadian planners shed some light on the land use/development patterns out there?
