Zoning - Butterfly conservation tourist attraction

    Hello planners -
I wanted to get some feedback from you on zoning for a rather unique use. I received an inquiry about the possible zoning for a butterfly conservation tourist business in our area. We don't currently have such a use in our land development code. My thought is for a passive park or conservation zoning category, but I'm not sure.

Have any of you had to create a special zoning category for this type of use? What were the major or minor considerations that had to be made?

    Any input would be great!

    Thanks!

What about zoning it as if it were a museum?

It might be a better fit for a tourist attraction than a conservation area and would probably provide requirements for traffic/parking/etc.

Our is zoned as Open Space. Then again, it is runned by the State Parks, and the coastal conservation group.
