    Isn't the NEPA process supposed to encourage ways to mitigate such impacts??

    -Ocmulgee Old Fields, Macon, Ga.: One-time home of the Muscogee Creek Indians is threatened by a proposed multilane highway.

    -Zuni Salt Lake and Sanctuary Zone, Catron and Cibola counties, N.M.: Considered sacred by local Indian tribes, the lake and its surrounding area are threatened by plans to strip-mine coal and build a 44-mile rail line.

    How can Las Vegas compete with this?

    Wow: A vacation home on a unique geological formation has evolved into this:

    "More recent buildings include the Heritage of the Sea, opening in 1990 displaying 200-foot sea creature engaged in a titanic struggle with a giant octopus and hundreds of model ships."

    NEPA only protects where there is federal ownership or money involved. And NEPA starts a Section 106 process which often ends in a "negotiated" settlement. "Negotiation" sometimes preserves and sometimes results in demolition.
