Well, it turns out that Valdivia did have a comp plan and different zonings. Sadly, I have noticed that the director of the Planning department and the drawer of the map I have posted pics of, are Architects (with probably a bit of urbanistic experience I hope)
Please don't ask me about the difference about the zones, because I'm merely interpretating and I don't know the exact differences between them. The city's web site only shows the map, and doesn't provide any description of the different zones.
