It looks like a well-managed area with the retail at street level, probably a mall or some other type of medium-density commercial area on the higher floors. I also like the tree-lined sidewalk across the street.

Interesting perspective...I walked by this every day and didn't notice what the top of the building looked like! This is showing 34th Street at the intersection with Walnut (to the left of the starbucks). The building above houses University of Pennsylvania offices. Oh, and not to be a stickler, but there actually isn't a parking garage beneath it. The entrance that you see to the right leads to an alley with service entrances and additional retail.
