It could be said that the business's daily placing and removing of the sign adds life to the street. The size of the text appears to appeal more to pedestrians than drivers, and the sign is apparently meant to advertise to pedestrian traffic. This photo signals to me that the Puppy Playpen believes foot traffic exists in Buffalo and that it matters to their business (although, of course, a pet service business can't rely on occasional passers-by in the same way retail might). I would agree, though, that the sign still looks like a mini-billboard, but I don't think it's that bad. To me, the sidewalk seems a bit sterile without the sign. The "public right-of-way" does not appear so narrow and crowded that the sign really causes a problem.
