On its face, a three acre lot size for a residential zoning district should be permissible. Existing context of the situation is obviously important. Three acres is a good way to promote exurban sprawl; too small to farm, to large to provide for efficient land use; maybe suitable for an extremely sensitive watershed or something like that, if serviced by dirt roads. In Guilderland New York we have two acre zoning in our agriculture district. (At a Smart Growth conference I understood that there is 10 acre zoning near Lancaster Pa.

Depending on ground water supply and access and percolation of soil for septic systems, two acre zoning serves the purpose of assuring enough space to search for well water, and then to place a septic system. For those wishing to stem sprawl two acres or more creates a situation that is cost prohibitive for developers to create the infratructure.

Developers usually being pushing "clustering" to allow the housing density needed for limited infrastructure, with a promise to preserve surrounding green space. Be careful, the into perpetuity safe guards for the green space don't seem to exist.
