Access points for multi-family

We are looking for criteria on the number of access points needed for multi-family developments. We currently require that single-family subs have no more than 30 homes on a single access point. However, it seems that multi-family developments, for which we have no access criteria, often get approved with up to 400 units with only 1 access. This rarely occurs, but in some instances due to steep topography it has. Any ideas?
