Bypass impacts

I am looking for studies on the impacts of bypasses on communities. Specifically, I am looking at a smallish town that wants to know what is likely to happen to their downtown and its businesses if a limited access highway is built around the town (begining and ending about a half mile from downtown in each direction). Will businesses leave downtown to go to the bypass intersection?

The Wisconsin Department of Transportation did a study about four years ago, which was and may still be available on their web site. Our DOT loves bypasses as much as they do frontage roads. The study was to see if bypasses hurt communities and guess what -- they don't. Yeah right. The methodology employed in the study is flawed. Still, it is an interesting document to pick apart.
