Commercial growth management

I am an Assistant Planner with the City of Sonoma, in California. I am researching the idea of commercial growth management. I am wondering if there are any local jurisdictions who have ordinances in place to manage/limit commercial growth. The only example I have come across is Walnut Creek, CA. Also, I am looking for any articles, books, studies on this issue. Thanks!
