community in apartment blocks

Hey folks, i'm working on a university thesis at the moment entitled : are
luxury apartment blocks capable of forming and sustaining a self-contained
community?

One of the principles of New Urbanism and Urban Renaissance is the
development (or should that be redevelopment) of 'community'. Here in
Belfast, (Northern Ireland) I've noticed that many of the recently built
residential zones in the city centre are primarily large 'luxury apartment'
blocks. Can these large, self-contained blocks stimulate the growth of a
community, and if so, how?

Any professional opinion at all on the matter would be greatly appreciated.
Cheers again.
