Comprehensive Planning in Deep Freeze

 Currently there is an effort underway to update the comprehensive plan for the North Slope Borough, covering some 88,000 square miles of northern Alaska ---includng Barrow and seven villages, was well as the Prudhoe Bay oil fields.
The existing plan dates back to the mid 1980s.

Just wondering if anyone out there has had some experience with a recent comp plan effort. What kind of plans are more likely to be implemented, rather than gather dust on some shelf?

Any ways to get political leaders and the general public to really buy into such a plan and have it guide decisions?

What about time span---how far into the future?

Just some thoughts and concerns. We had our first sunset in almost three months in Barrow earlier this week. So winter may not be too far otf.
