Critical Mass of Population

I am involved in determining a critical mass of population in a newly planned town. From my literature study, I found that 25,000 population is essential to support a critical mass of public amenities and jobs in a new town located at urban fringe. Is there any real examples on this figures? And, if 25,000 is a ciritcal mass of population, how many population is required to support a vibrant and lively community?
