Has anyone come across a clear and functional definition for the phrase "in-fill development." Intuitively, I understand its meaning but conveying that message tends to be difficult given the varying conditions of our neighborhoods. Here's the point: Our jurisdiction has given direction to the planning department to implement the "Base Zone Design Standards" previously adopted by the city of Portland (aka, "Portland Principals"). Any help would be appreciated.
