Has anyone come across a clear and functional definition for the phrase "in-fill development." Intuitively, I understand its meaning but conveying that message tends to be difficult given the varying conditions of our neighborhoods. Here's the point: Our jurisdiction has given direction to the planning department to implement the "Base Zone Design Standards" previously adopted by the city of Portland (aka, "Portland Principals"). Any help would be appreciated.

Here is a definition for residential infilling that may or may not be useful to you. It came from the definitions section of the Provincial Policy Statement of the Ontario Planning Act.

Residential Infilling : means the creation of a residential lot between two existing non-farm residences on separate lots which are situated on the same side of a road and not more than 100 meters aprt.
