Zoning: general Development design review options

Our office is increasingly using planned unit developments (PUD) to control architectural design of new projects when no other zoning benefits are being realized by the applicant. One option being considered is to create a lower standard for a design-control PUD than for a PUD that involves substantial zoning relief.

Have any of your jurisdictions implemented something similar? What other zoning tools are available (or currently used) to control project design?

A "lower" design standard could lead to a legal argument later that you don't truely believe in your "normal" design standard. I would be careful with the potential precedents. Density bonuses have been around for a number of years with PUDs (10% more units if you do a, b, c).
