I'm in Southeastern Wisconsin. Could anyone give me a name for an individual that specializes (part-time) in establishing Downtown Business Associations and also in marketing Downtowns?

Chuck Law, with the UW-Extension is the go-to guy on Business Improvement Districts in Wisconsin. Bill Ryan and Matt Kures, also with the extension, are the experts on downtown business district market analysis. There is a link in the resources section of Cyburbia.
