other than bulk controls and uses, what else is subject to planned developments? Do you provide flexibility for height/materials?

Our version of PUD lets you change anything in zoning, at least theoretically, as long as it meets the goals and policies and land use designations of the Comp. Plan. It is used very infrequently, almost everything goes though under the adopted zoning.
