Future Land Use Distribution Standards


I am looking for population based standards for future land use distribution. You know like parking requirement standards outlined in an zoning ord.

An example. The population of the Village of Sometown will increase by 10,000 by the year 2020. As a result the Village of Sometown will need an additional 10 acre of commercial/retail property by 2020. Assuming that the standard for population based land use distribution is 1 acre of commercial/retail use for every 1,000 people within the community.
