It looks German to me. I'd guess Munich or Nurenberg? One of those old walled cities that wasn't too beaten up during the wars.

That was a tricky one, but a BIG clue was the yellow striping used to divide lanes of opposing traffic. It's a North American custom; Europe still uses white striping.
