Does anyone know of a good, up-to-date example of a small (tiny) town with a Historic Overlay District in its zoning ordinance?

Hello Shelby - don't know if this is too late - but the Town of Fairplay, CO - very small town did a Historic Overlay District in its zoning ordinance.

I know this is not a small city but the City of Los Angeles has a great HPOZ program. See the highlights at www.laconservancy.org. They have a terrific brochure explaining the program.
