How do you, or if you are a hiring manager how to you prefer someone to deny a job offer?
does phone or email matter?

I'm a bit old school so I'd appreciate a phone call. You never know when someone who interviewed you may be in another place or position and you run across them again. There's something to be said for a person to person conversation. It doesn't have to be a long call but I think it's the right thing to do.

A job offer should be made verbally and followed-up with a formal written offer.

Likewise, declining a job offer should follow similar format.

You will probably get some questions as to why you are turning it down, so be ready for that. They may try to "work with you" a bit more if they can, but I've found that to be a bit rare.
