  • development standards/regulations (i.e. road standards/classifications, utility placement, tree ordinance, etc)
  • licensing (i.e. business/occupation tax if not handled in another department)
  • alcoholic beverage
  • nuisance abatement
  • offenses and fines

Doesn't necessarily need to be part of your UDO, but be sure to evaluate for conflicts/impacts from other development-related ordinances. In particular, look at your building code and fire code. This is especially important when it comes to glazing standards, breaking up building mass & separation requirements, and key changes in construction methods as buildings gain height.
