Lake Communities and Commercial Uses

One of my clients is an affluent suburban lake community with several commercial lake uses (taverns, restaurants, supper clubs of different sizes).

The state has specific regulations on pier length, location etc based on lot width and frontage (which can be differently measured). They recently recieved requests for "patron piers". It is possible on some of the larger lots for these to be mini marinas in terms of their lake impacts. Has anyone run into specific restrictions for such commercial uses?
