Levels of commercial development for zoning purposes

We are looking at the classification of commercial districts by levels of intensity, as is covered "very basically" by ULI in their Shopping Center Development text (3rd edition).

Does anyone have more specific classifications, possibly derived from more academically oriented research? Such classification might include acreage, intersection "type" or classification, GLA range, and specific commercial uses.

Interestingly enough, Southeast Planner, City of Fort Lauderdale, Florida is also looking for measures of nonresidential land use intensity to include in the Comprehensive Plan, per order of State Dept. of Community Affairs. Our initial proposal to our City Commission, based on floor area ratio, was a proposal they were not comfortable with. They feared it would grandfather too great an intensity. I am still looking. We would also appreciate suggestions.

APA has worked on Land Based Classification Standards. Check out www.planning.org/lbcs. It is VERY detailed; I found no way to relate it to zoning matters. But if you want something academically oriented, enjoy.
