Living space allocation per floor of Multi-family


I am trying to understand why a multifamily ordinance has a requirement for 60% of living space on the first floor and 40% on the second floor of a two story building? Additionally the district allows three story units but makes no percentage allocation of living space for those units. Many/most ordinances have a minimum sq. footage per apartment but I have never seen a living space allocation per floor.
