Does anyone know of a good place to find justification to permit medical offices in manufacturing zoning districts?

Our intent statement for both light and heavy industrial districts end with: "Commercial and service activities that benefit the primary industrial uses may be allowed." We were thinking of day care, food, and the like for use of the workers in the district; and for the employer, things like office supplies.

We conditionally permit them in our light industrial and business park zones. The justification is "support services."

We are pretty permissive, though, in the sense that one of the bigger HMOs is building a new clinic in town right on an IL Limited Industrial parcel. Its a great freeway location.

Our manufacturing district allows for general business offices. One of the listed permitted uses is the following:

Business, professional, clerical, or general offices.

We allow for medical offices the same way as Chet and BKM, as a conditional use.
