I am looking for guidelines for a possible special use review of a proposed model airplane facility. Does anyone have any information regarding possible special use conditions (noise, especially) for such a facility? Any help is greatly appreciated.

Model Airplane Facility

An interesting question. We have had one for many years with no regulation. Now that the property is for sale the city has been approached about using a closed landfill for model planes. Since it is surrounded by undeveloped land on two sides, and a scrap yard and the waste water treatment plant on the others, it looks like we will give the go-ahead. We are likely to treat it simply as another "public park" type of use, without developing any special regulations.

Model Airplane Facility

Presently we are in the process of updating our zoning regulations. As part of this update we will be considering regulations for model aircraft clubs. We have chosen to deal with them as a "Temporary Use" which requires a permit, valid for 90 days and is renewable. To obtain a permit the address, legal description and nature of the use (among other things) is required. Permits are issued by the Enforcement Officer. Districts in which the temporary use will be allowed are still being debated, however (as we are a County,) we are leaning toward our agricultural districts for such use. A special use permit procedure was considered, but ultimately not chosen as the mode of regulation. As we are a cold weather climate (Northern Illinois) 90 days would allow for the use to occur during the summer months and be continued (if the permit is renewed)into the fall if the weather cooperates. Noise was not really an issue. I would suggest you see if your state has daytime noise standards and adopt that as your standard as a threshold for noise from such a use.
